MASTARS の運用について、以下のようにアナウンスされています。
Announcement for operating MASTARS is as follows.

Dear STARS/MASTARS users:

Now you can find the MASTARS status (open or closed) on the STARS top page:
  http://stars.naoj.org/
This status is edited manually and shows the status we expect.
If you cannot reach MASTARS, please visit STARS top page and check the
MASTARS status. If this status shows "CLOSED", it is reasonable enough
you cannot access MASTARS.

MASTARSの状態（稼働中・停止中）を STARS のトップページ に表示するようにしました。
この状態は手動で編集されており、システムがあるべき状態を示しています。
MASTARSにアクセスできない場合には、このSTARSのページで状態をご確認ください。
この状態表示が”CLOSED"の場合には、MASTARSにアクセスできないのは合理的で
あるとお考えください。
